障がい者旅行(Accessible tour)

International Festival of Arts and Culture for the Disabled” and ‘Special Experience Universal Tourism in Shiga & Kyoto’ to experience Japanese culture and arts.

This is a special experience tour conducted by the Social Welfare Corporation “Universal Tourism Creation Project for Special Experiences in the Wake of the International Festival of Arts and Culture for the Disabled” with the assistance of the Japan Tourism Agency's project to expand inbound consumption and improve quality through the provision of special experiences, etc.

This is a tour where anyone, regardless of disability, can enjoy Japanese culture, art, food, and scenery with peace of mind.

Tour guides and interpreters (Taiwan) will accompany the tour. 

The tour includes participation in the following “Special Experience Programs”.

1) Shigaraki Pottery making experience at Shigaraki Youth Dormitory, a group home

2) “Disability, Nutrition and Food” project in collaboration with Agriculture, Fortune and Food

(3) International Festival of Arts and Culture (Biwako Hall, Shiga Performing Arts Center)

(4) Cruising on Lake Biwa

(5) Private viewing night at Kyoto National Museum



These tours are attractive and appeal to a wide range of people, including those with disabilities, those interested in supporting people with disabilities, and those interested in culture and the arts. In particular, it will be a valuable opportunity for people with disabilities and their families to participate in a safe and comfortable environment.



Main Points of the Tour

Universal Design: Tours are designed to be enjoyable for everyone, regardless of disabilities.

■Cultural Experiences: Promote this tour as a valuable opportunity to experience traditional Japanese culture and contemporary art.

Food Experience: Promote the fact that participants can enjoy cooking using ingredients unique to Shiga and well-balanced nutritional meals.

Exchange: Participants will be able to make new discoveries and learn through interaction with other participants and people from facilities that support people with disabilities.

Anyone is welcome to attend, but the following customers are especially encouraged to attend


■ People with disabilities and their families

Visitors with disabilities can participate with peace of mind, as there are a variety of programs that take into consideration their needs, such as Shigaraki pottery making, nutrition and food culture experiences, and the International Festival of Culture and Arts for the Disabled.

Families will also have the opportunity to enjoy activities together and deepen their understanding of disabilities.


■For those interested in supporting people with disabilities

This is a valuable opportunity to experience the initiatives of the Shigaraki Youth Dormitory and the International Festival of Culture and Arts for the Disabled, which are aimed at realizing a symbiotic society.

It is also recommended for those who work in the field of support for people with disabilities, volunteer activities, and others with a high level of professional knowledge and interest.

In particular, performances and cultural arts by people with disabilities are of very high quality and worth seeing even if you are not interested in them.


■For those interested in cultural arts

The Kyoto National Museum's private viewing nights and programs by artists with disabilities allow visitors to experience valuable cultural arts that they would not normally have the opportunity to experience.

This program is also attractive to those who are interested in Japanese culture, especially Kyoto culture, and those who enjoy art appreciation.


■For those interested in food culture

In the Japanese Nutrition and Food Culture Experience, you can enjoy cooking using ingredients unique to Shiga under the supervision of the Japan Dietetic Association and “hospitality” provided by a nutritionist.

A registered dietitian will be at each table and available for consultation.

This is recommended for those who are interested in healthy eating habits and those who want to learn more about Japanese food culture.


■For those who love to travel and seek new experiences

There are many unique experiences such as cruising on Lake Biwa and making Shigaraki pottery.

Although it is a group tour, some itineraries can be scheduled freely, so it is recommended for those who want to enjoy a relaxing trip in a group or alone.

17:45 After gathering at Kansai International Airport, we will depart for Shiga by bus.
18:30 Stop at Izumiotsu Washington Hotel on the way (about 1 hour).
     If you wish, we can make a reservation for dinner.

21:00Arrive at Biwako Otsu Prince Hotel and check in.

2025/02/06(THU) Day 2] Go on a tour to experience Shiga's welfare and food. A Chinese-speaking guide will accompany the tour.
After breakfast at the hotel, meet at the hotel lobby at 9:50 a.m. Go sightseeing in a large bus.
10:00 Depart from the hotel to Shigaraki Youth Dormitory
11:00 Visit Shigaraki Youth Dormitory, a 62-year-old support facility for people with disabilities.
     After a tour of the facility and lunch (boxed lunch), you will experience pottery making by the facility staff.
15:00 Depart Shigaraki Seinenryo for Restaurant Ushio
16:00 At Restaurant Ushio, a project for collaboration of food, agriculture, and welfare under the supervision of the Japan Dietetic Association
    Welcome to Restaurant Ushio! Japanese Nutrition and Food Omotenashi Experience” supervised by the Japan Dietetic Association.
    After learning about nutrition through a trilogy of lecturers on disabilities and nutrition, quizzes, and games
    After learning about nutrition through a trilogy of lecturers, quizzes, and games, participants will enjoy hospitality meals using ingredients from Shiga, traditional foods, and foods produced through the Nou-Fuku Collaboration.
    A nutritionist will be present at each table to provide nutritional counseling and advice.
    A Taiwanese interpreter will be assigned to each table.

You can freely participate in the “International Festival of Arts and Culture of Persons with Disabilities Grand Opening: Lake x Sea from Hohoemuchi” to be held at Biwako Hall.
You are free to participate.

DAY1 11:00~17:00 International forum on culture, art and education of people with disabilities. Speakers from Taiwan will be invited. In addition, a workshop by “Bus Stop Films,” an Australian film production company for people with disabilities, will be held at the opposite venue.

*A shuttle bus will be running between the hotel, Biwako Hall, and Otsu Station during the festival.
*Festival admission ticket is included in the tour.
*A wide variety of viewing support will be provided as an initiative for reasonable accommodation.

DAY2 13:30~20:00 Stage Performance
Comedy Contest “D-1” Grand Prix for people with Down Syndrome, BUS STOP FILMS Movie & Talk,
Performing arts performances by people with disabilities (Star Star Prince Striking Band from Taiwan, harp and flute performances by Shih Chun and Shih Chun brothers,
Iwami Kagura (Japanese traditional performing arts) by Iwami Fukushi Kai and Kuwanoki Kagura Kai from Japan, and Zuiho Taiko (Japanese drum) by Nanko Aiinkai (social welfare corporation) from Japan.

*A shuttle bus will be running between the hotel, Biwako Hall, and Otsu Station during the festival.
*Festival admission ticket is included in the tour.
*A wide variety of viewing support will be provided as an initiative for reasonable accommodation.

DAY3 14:00-16:30 Kazuo Itoga Memorial Prize 20th Music Festival

Shuttle bus service will be provided between the hotel, Biwako Hall, and Otsu Station during the festival.
*Festival admission ticket is included in the tour.
*A wide variety of viewing support will be provided as part of the reasonable accommodation efforts.

2025/02/10(MON) Day 6] Go on a tour to enjoy the culture and scenery of Shiga and Kyoto. A Chinese-speaking guide will accompany the tour.
After breakfast at the hotel, meet at the hotel lobby at 9:30 a.m. Depart for sightseeing in a large bus.
9:45 Departure from the hotel
10:00 Depart for Otsu Port Terminal
10:30 Take the Biwako Kisen “Bianca” chartered cruise on Lake Biwa.
     On board, you can enjoy a performance by the “Hoshi Oji Strike Orchestra,” the performers of the aforementioned stage performance.
11:30 Enjoy a buffet lunch on board.
12:30 Disembark the ship and board the bus. Continue on to Kyoto
13:30 Arrive at hotel (Cross Hotel Kyoto)
    After dropping off luggage, free time at leisure. (Check-in starts at 15:00).
16:30 Reunite at the hotel. 16:30 Reunite at the hotel and take a bus to Kyoto National Museum.
17:00 Go to “Kyoto National Museum Private Viewing Night. You are welcome to speak and move around, and enjoy the art without hesitation.
     After about 30 minutes of explanation of the concept and the museum (consecutive interpretation provided), free time to enjoy the museum.
19:00 Return to the hotel by bus. (Please consult with us if you would like to enjoy more time at the museum.)
